Supervisors approve greenbelt change between S. Paula, Fillmore

By Kathleen Wilson

The Board of Supervisors on Tuesday approved a revised greenbelt between Santa Paula and Fillmore.

The move was needed before the Local Agency Formation Commission could consider annexing about 500 acres of agricultural land to the city of Santa Paula so Limoneira Co. can develop the site with homes and businesses.

The Santa Paula and Fillmore city councils already have agreed to the changes in the greenbelt of more than 30,000 acres.

Planners had predicted the annexation could go to the boundary-setting panel known as LAFCO by this summer, but Santa Paula Planning Director Janna Minsk said it now appears that late fall is a more likely timetable.

Voting unanimously Tuesday, all five supervisors gave initial approval to the revisions in the greenbelt that was approved 30 years ago. The matter is scheduled to return to the board for final adoption June 22.
